On 03-08-10 officers of the Johnson City Police Dept. arrested Jason O. Kelley, w/m, D.O.B 10/28/1980 of 820 Lamont St Apt#2 Johnson City, Tn. The arrest is the result of an investigation on 02-01-10 into an assault where Mr. Kelley threatened a female with a knife and fled the scene before officers arrived. On this date officers located Mr. Kelley at which time he fled on foot but was apprehended a short time later. Officers determined that Mr. Kelley had a warrant for his arrest in North Carolina for Violation of Probation, a burglary warrant out of Smyth County Virginia and a warrant for Theft under $500.00 out of Johnson City for a previous shoplifting incident. Mr. Kelley is charged with Fugitive from Justice, Aggravated Assault, Theft Under $500.00 and Evading Arrest. Mr. Kelley is currently being held in the Washington County Detention Center in lieu of a $7,000.00 bond and will be arraigned in Sessions Court on 03-09-10 at 9:00 A.M. in Jonesborough.

On 09/27/2008, officers of the Johnson City Police Department responded to 5 Camden Lane in reference to burglary. Upon arrival, officers found that this residence was forcefully entered and that cash and several pieces of jewelry were stolen. Officers began investigating this incident and learned of several similar burglaries in the surrounding area and Virginia in which two suspects were named. On 11/14/2008, warrants were issued for Liger A. Grady (W/M, 03/21/1982) and Megan M. Freeman (W/F, 05/01/1985) of 1008 Greenvine Place, Kingsport, Tennessee 37660. On 03/02/2010, Grady’s and Freeman’s arrest warrants were served. Grady and Freeman are currently being held in the Washington County Detention Center in lieu of a $25,000 bond on charges of Aggravated Burglary and Theft of Property over $500. Grady and Freeman are scheduled for an arraignment hearing in the Washington County General Session Court on 03/04/2010 at 9:00 a.m.

     On March 5, 2010, officers of the Johnson City Police Department arrested a city woman on Aggravated Burglary charges.  Lisa Ann Clawson, 41 yr old w/f, 297 Cedar Grove Road was arrested after an investigation revealed that she had entered rooms at the Holiday Inn where she is employed, outside the scope of her job and stole property. Ms. Clawson is charged with 8 counts of Aggravated Burglary. She is currently being held in the Washington County Detention Center on a $160,000 bond. An arraignment is scheduled for March 8, 2010, at 1:30 pm, in Washington County General Sessions Court in Jonesborough.

     On March 6, 2010, at approximately 3:52 p.m. officers of the Johnson City Police Department began an investigation into a assault that occurred at 1405 E. Myrtle Ave.  The investigation revealed that Willie Henry, 142 E. Market St Apt. 908,  displayed a knife to Marsha Shasteen, 1405 E Myrtle Ave, and threatened her. Mr. Henry also knocked the glass out of the front door of Ms. Shasteens’ residence. Officers found Mr. Henry laying on the front porch of the residence in an intoxicated state. Mr. Henry was placed under arrest for Aggravated Assault, Vandalism, and Public Intoxication. He was transported to the Washington County Detention Center where his bond was set at $6500.00. He is scheduled to appear in Washington County General Sessions Court on Monday March, 8, 2010, at 1:30 p.m.

     On Sunday March 7, 2010, at 4:15 a.m. officers of the Johnson City Police, and Fire Department responded to 1216 W. State of Franklin Rd. Carnegie Hotel, regarding a report of a fire alarm. Upon arrival officers found that the fire alarm was sounding, throughout the hotel. All the occupants in the rooms had been evacuated to the lobby and outside to the parking lot. After a brief investigation it was determined that Zachary Ryan, WM, 25 yrs old, residing at 500 University Ave, Minot, North Dakota, had pulled the fire alarm at the hotel.  He was charged with Filing a False Report. Ryan is a college student at Minot State University. Ryan was booked at the Washington County Jail, on a $5000. Bond. Ryan has a court appearance in Washington County Sessions Court, on Monday the 8th of March at 1:30 p.m.

On 3/6/2010 at 10:02pm Officers of the Johnson City Police Department made a traffic stop on a black Chevy Cavalier due to it having a front headlight out, failing to stop at stop bar, and striking a curb. During the traffic stop the driver of the vehicle, Matthew Stettner, W/M, 25 yrs old, of 182 Brandonwood Dr, Johnson City was administered standardized sobriety tests. He failed the tests and was arrested due to Felony Driving While Intoxicated 4th  Offense. He was also charged with driving on a revoked license, violation of the light law, and violation of the implied consent law. Mr. Stettner is being held in the Washington County Detention Center in lieu of a $11,000 bond pending arraignment in Washington County Sessions Court on 3/8/2010 at 1:30 pm.

On Thursday, March 04, 2010, officers of the Johnson City Police Department arrested David W. Baldwin, w/m, DOB: 07-29-58, of 1508 Woodmont Dr. Johnson City, TN and charged with Identity Theft (18cts.), Theft of Property under $500 (48cts.), Theft of Property over $1,000 (15cts.), Forgery under $500 (24cts.), Forgery over $1,000 (2cts.), and Forgery over $60,000.00.  This arrest is the result of an investigation into a report that was filed by the victim in which he stated that Mr. Baldwin had embezzled a total of $148,501.11 from his business. Mr. Baldwin is currently being held in the Washington County Detention Center on a $432,000.00 bond and is scheduled to appear in Washington County General Sessions Court on March 8, 2010 at 9:00 am.

     On 2/25/10, at 2250 hours, officers of the Johnson City Police Department arrested Paul Rhea, B/M, Date of Birth 03/15/71, residing at 200 Hillcrest #3  J.C., TN 37604.  Rhea was placed under arrest for a warrant which charges him with two counts of Sale of Schedule II Narcotics.  Rhea was booked into the Washington County Detention Center with a $20,000.00 bond.  Rhea is scheduled for a preliminary hearing on 2/26/10 at 10:00 am in   Washington County Sessions Court.

            On Wednesday, March 3, 2010 officers of the Johnson City Police Department arrested Ricky L. Depew, 33, of 656 Mountain View Road, Bluff City, TN, on a warrant issued for Forgery, Drug Fraud, and Attempted Theft of Property.  The arrest was the result of an investigation occurring at Walgreens, 2240 North Roan Street on June 03, 2009.  Depew was taken to the Washington County Detention Center where he was placed under a $3,000.00 bond and his arraignment was set for Sessions Court on 03-04-10 at 9am.
